Washington: A baby not yet quite crawling gurgles happily on a play mat, families sprawl on rugs or lean back in picnic chairs to catch the soft autumn sun. There are balloons and prams. It should be utterly idyllic. It would be were it not for the graves and the occasional sound of sobbing.
