Water is supplied to the Cootamundra-Gundagai Regional Council by Goldenfields Water.
Councillor Palmer leads a board of seven councillors drawn from the area served by Goldenfields.
Coolamon’s David McCann will serve Cr Palmer’s deputy.
“Our focus will be to ensure the over 46,000 people who depend on Goldenfields Water continue to receive quality, reliable and value for money water supply services,” Cr Palmer said.
“I am looking forward to working closely with my fellow seven board members in responsibly managing the community’s precious water resources.”
Goldenfields Water general manager Phillip Rudd said the board played an important role in setting the county council’s strategic direction.
“The way we go about providing water supply services each day has entered an era of new technology, fresh solutions and improved customer service,” Mr Rudd said.
