The depot was originally built to store aviation fuel during World War II and later was used by Ampol.
Councillors voted to continue with the transfer of land from Caltex which was agreed to in 2013 for the sum of $100.
The agreement set out requirements for land remediation, which has since been completed.
Interim development and community director Chris Imrie said council was speaking with Caltex about the site.
“Staff are now going through the deed and negotiating with Caltex for a date of handover,” Mr Imrie said.
