The storm hit mid afternoon, limiting visibility to a couple of kilometres.
The Bureau of Meteorology said westerly winds of from 35-50 km/h had raised the dust, loose top soil from drought-stricken areas.
BOM forecast the winds would turn southwesterly up to 40 km/h in the evening.
The storm was expected to reach the coast Tuesday evening.
It is the latest arising from the sixth driest year on record for NSW last year.
