Mr Cooper said he had shown the council a fire safety certificate awarded yesterday, giving the Globe superior certification than many other premises in town.
The council had asked for two other documents which he supplied this afternoon, and he was now "good to go".
"I wholeheartedly support fire safety and I've installed exit lights and everything possible to maximise safety here," he said.
"Unfortunately I believe someone in town phoned the council before we opened with allegations, and that's how this whole thing took off."
As the hotel re-opened on June 29 well under 12 months after its sale, Mr Cooper believes a development application, which had been suggested by a council officer would be necessary, would be inappropriate.
Mr Cooper said he had been encouraged by the council's positive approach.
