The council's manager of waste, parks and recreation, Wayne Bennett and EA to the general manager, Marianne McInerney, attended a WCA meeting at the Memorial Hall earlier this month.
Mr Bennett estimated the cost of surveying and engineering design at $60,000, money which had already been budgeted. He said the design would be guided by the "King Street Revitalisation Report" prepared in August last year by Newcastle consultants Moir Landscape Architecture.
Council would have a better idea of the overall cost after the detailed design had been completed, but it would be in the millions.
