The COVID-19 outbreak has brought many projects to a grinding halt throughout the state, however, Mr Warren said there was no apparent need nor any supportive evidence to substantiate the demerger reviews being delayed too.
Large sections of both local government areas lobbied the state government for years to investigate the de-amalgamation of the councils following the state government's flawed forced mergers policy.
Mr Warren said now more than ever, communities needed certainty.
NSW Labor have vowed to support communities to hold a plebiscite regarding the possibility of a demerger and to assist those communities regardless of the outcome.
The state government has refused to make a similar commitment.
"The Berejiklian Government's forced mergers policy continues to cause havoc and widespread angst among many communities including Snowy Valleys and Cootamundra-Gundagai," Mr Warren.
"For years the government dismissed calls to conduct a review into the mergers of both those councils.
"But last year the Minister finally buckled under the pressure.
"Both communities just want to be able to have their say and to put the issue to bed for good.
"At a time when there are so many unknowns regarding COVID-19, communities are craving certainty.
"For the good of both communities, I urge the Minister to do the right thing and press ahead with the reviews process."
