Police were made aware of the offence that allegedly took place on June 7, when a video was posted to social media.
It is understood the incident took place on Bourke Street in Cootamundra and was witnessed by a number of children at the skate park across the street.
After an investigation, yesterday police charged the 18-year-old and served a court appearance notice.
Police also seized registration plates from the vehicle used in the alleged offence.
Circulating images and stills from the video on its social media accounts, the traffic and highway patrol have further encouraged any witnesses to events like these to report them immediately.
